Blink cell with specific data

In the attached sheet I want the cells to blink which is less than 10 days but greater than 0 days. Please help me do that

It is a profoundly BAD idea to have blinking cells in Excel...or on any website.
Blinking objects can trigger migraine headaches/seizures in some people. The US government does not allow blinking sections on any government website.

Please consider another indicator.
