Swap contents of rows in an array

Hi,

What I would like to do is
1. Check column A "Category"
2. If two sequential rows have the same value in column A,
3. And the sequence of column B "Action" is "Walk" then "Skip"
4. Then swap all the contents of each row

Please see the attached spreadsheet for better explanation.

Any help is greatly appreciated!
