How to write Macro or formula for finding 2criteria match values with comma in all cells

In sheet "Summary"
It will check the criteria >=from Column B2 and <=from C2 from sheet "Master" and display suggested "Program nos" from sheet "Master" with comma in Cell D2 and so on in all bellow cells if any criteria not matches then should display with "Default " program no ie 24

If any formula which can check the same is also welcome else you can use any type code ,loop,please consider that rows in "Summary" and "Master" sheets may vary.
