Popup of events through code

Hi,
I am an excel user who is experienced, not the best but not a begginner, however i cannot get my problem solved!
I need excel to look at a database i have which obviously, will have entries added to it, and alert me when a specific person reaches a set number of an event. E.g if Joe bloggs is recorded as late twice in a six month period, i want excel to pop up and tell me... or if he didnt show up a few times etc.
I have attached the file i am using...
I want it to show me if a person reaches a set amount of events as action is then required, maybe if i clicked a button and it listed each name that meets the mentioned requirements... e.g if joe bloggs reaches 3 latenesses in 6 months the name, event dates and info are added..
