Using 2 variables in a table/database to find and return an associated value

I am coding a procedure that calculates the number of samples(N) and a qualitative value (Q) then returns a specific value (PWL) associated with the two variables.
I have named several ranges in Excel's Name Manager in the hopes that one of them will work. The base table/database consists of:
Top row: values of N for 3 thru 10 samples
Remaining rows: 99 values of Q associated with each N
Left column: values of Percentage Within Limits associated with N and Q. These are the values I want to return.

The code is complete up to the point that N and Q are identified.
Now what?
