vba button for publishing only the first rows from all sheets

Essentially, what I'm trying to do is create a button that will publish the whole workbook as an mhtml (single file html) but only include rows preceding the first occurrence of "end of public data" in column A. For example, if my column A looks like:

1 gjfjgcjgfjgv
2 jgjhvjgjvj
3 ugvgjfjggj
4 hjggihvjg
5 end of public data
6 jhgjhvjgvjgjh

In this case, for this sheet, only rows 1-4 would be included when publishing. i'm a little over my head again so i would definitely appreciate any help!

The only way I can think to do it would be to set a macro to hide the "end of public data" row and all subsequent rows for every sheet, then publish, then unhide the rows? This doesn't sound ideal to me so I was hoping there was some other options. Does anyone have any thoughts or resources that might help me out?
