Allow hide/unhide of columns/rows but not height/width adjustment?

I've been trying to find a way to protect the formatting of my sheets but still allow a user to hide/unhide rows and columns. Is this possible? From my understanding the two are tied together as a protection option ".AllowFormattingRows =". Any direction is appreciated. Thanks.

I take it that as there is not an easy way to do this?
