Problem with Data Validation VBA code and protected sheets. Please help.

So I'm using the following code to prevent the deletion of data validation in my sheet and it seems to work great until I turn the sheet protection on. I've tried unprotecting the sheet first in the code but it doesn't seem to follow through with the validation check after it turns off the protection. Any idea what my problem is? Thanks for the help. I would also prefer not to have to turn the protection off and back on if there is another way I can get the code to run with the protection on.

I must have something to do with the function. I don't seem to have any other issues with my macros running in protected mode. I've updated the code a bit to handle an automatic paste value on the cells that don't have formulas. It is attached below. Any help or ideas are appreciated.
