Find text within cell followed by integer

Instead of searching for "TO " within a cell and deleting every row above it when found, I want to search for "TO xy" where x is an integer and y is also an integer.
How would I alter it so that I could do this?

the number after TO is always going to be either, 00, 01, 02, 03, 04, 05, 06, 07, 08, 09, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23 or 24. Does that make it easier? Thanks in advance!
