I received help with compressing a spreadsheet to show only the rows carrying totals and have attached that file for reference.

I have also attached two examples of my preferred output. The first shows the original uncompressed table displayed with percentages based on a 40-hour week. I removed the merged cells to the left to facilitate cutting and pasting and would be willing to do the same each time if needed. The percentage table is located below the original.

The second example shows the type of table I hope to generate. I subtotalled the hours for each department, then created a table with those subtotals and the department capacity in each case based on 40 hours x the number of listed individuals. I intentionally excluded "Engineering Mgmt" as well as one of the Hardware Test individuals as they are management rather than staff (I can remove the former from future reports and manually discount the latter.

These are ideal examples. I recognize they are not trivial and will be happy with assistance with any portion as it will help streamline the overall effort.
