using data in TEXT file to identify original file name

I receive report files that have included text that identifies the original file. I have attached sample files and I added a line to identify the file number I need to ID via EXCEL. Once the original file name is identified, I need to move the appropriate text file to a folder that has a name that includes the file name along with an identifier. A typical file name is 000013284 and a typical folder name is 000013284-999. These folders already exist in the system, I just need to move the files to the appropriate folder.

    Is this possible at all?
