Conversion into panel data format

I am struggling with converting the data into panel data format, could u plz any body help

There is a button on sheet1 and the output is in sheet3

This should do. On your output, you skipped row 2. The code does not do every other row, but rather every row. If that was not the intention, I need to change it.
