    Need help converting a dataset into panel data

    Hi guys, I'm trying to convert a dataset from ORBIS into a panel data, but the shape of the data is weird, makes it nearly impossible to convert by hand. Could you please tell me how to do? thanks.

    The attachments are a sample of my dataset and the desired shape

    You have not included your desired result. We know the format of ORBIS, but not panel.
