finding number series in an array

Hi,
I have an exercise to solve.
in the lottery, each week 6 random numbers from 1-37 are chosen.
I have the last 15 weeks lottery numbers that won.
I need to find 12 numbers that will maximize the weeks that all 6 random numbers are between those 12 numbers

meaning I have an array of 15 rows and 6 numbers in each row all numbers are from 1-37
I want to find 12 numbers that will maximize the times that all 6 numbers in a row are in those 12 numbers

can it be done in excel?
