Make same selection for multiple drop down list and clear all for all dropdown list

I have a checklist spreadsheet with different sections and I have drop down list for every line. Picture attached.. If I select No for the first drop down and want to be able to select no for all the other dropdown boxes below it, is there a way to do that without dragging the value manually? The blank lines in between are going to be locked as I dont want any other text value to be entered in there, there will also be formulas on the sheet that calculate the number of No's in total and so on...So when I lock down the sheet to protect the formulas and the blank cells in between, the drag function does not work anymore. Is there any other way to select No across the whole sheet without having to go through them individually. Also I would like to be able to clear the form, and be able to revert it to the default where all cells show "Select Yes or No" ... is this possible? It would be like the check box functionality where you can check all boxes, or clear all checkboxes except it would be for a drop down. Any feedback is much appreciated. Thank you!
