With 48 scores that would make an interesting problem to approach analytically to get the overall best combinations.
Maybe it's easier than my initial impression, but I'd need to think about that a bit more.
In the meantime, and given the essentially practical nature of your problem, you could try a Monte Carlo (aka trial and error) approach with your computer doing the donkey work.
Do you know how to run a VBA macro in Excel? There's plenty of info from Google, Excel forums etc. on how to do this, and it's actually very easy.
Put your 8, or 48, or whatever multiple of 4, golf scores down Column A, without any gaps, and without any header.
Run the following VBA macro, first on the 8 scores that you posted and then on a larger set.
It should give you something like you want. Can be made more accurate by increasing the number of trials, but consequently also the time taken.
