Macro to add blank row with border line on top

I import a CSV file to Sheet 2 and I have a macro button that I click and it sends the data to the Estimate sheet. When I click the button on Sheet 2 I want it to send the data to the Estimate sheet with the formatting that I have noted on the attached pdfs.VBA Test Estimate.pdf VBA Test Sheet2.pdf

if you could uplaod a copy of the excel file it would make things easier to create the macro because i don't know if you want the headers on the estimate page rows (1-4) or if they are already there

but i will try my best with the given information
