Identify Sale Order within each Division & Group

Hello,

I have a table that consists of: many divisions; many groups witnin each division; many blocks within each group, all sorted from lowest to highest.

I need a formula or macro to assign a value 1 to the LAST 2 BLOCKS within each group. Please see the attached sample with the last collumn (blue) showing the desired outcome.
