Merge Rows if value in one column is empty

I am looking to merge a row with the row directly above it if that row has a blank cell in a specific column (e.g. if Column A if blank, merge entire row with one above it).

Attached is a spreadsheet with before and after sheets. Any ideas?

    Thanks.
