Quit double elements

Hello,
I work for a department where every day I recieve a .csv with data., but everytime I need to modify the excel to quit the repetead data, for example let's say we want to quit from all cells the repetead double quotes from the next example, because these quotes are used twice:

999,""100PT","7MT"," ","098","CL",""24

Until now I used the manual configuration from the convert text wizard. I try to figure out if is possible to make a quick macro and not make every day the same repetitive task to quit the double elements.

So do you want to get rid of the double quotes or you want remove the row itself.

Please post an sample excel file with desired result.

nilem, just one more thing - I forget to specify in the 2º screenshot that I need to quit also the last character for each row., I mean the comma or double quote as last character.
