No option to enable all content (macros)

I have an excel file that is not giving users an option to enable all content (macros) when opening the file. The message bar appears indicating "Some active content has been disabled. Click for more details." And there is an "Options" button that when clicked brings up a window that only has a single option, to "Help protect me from unknown content". If I instead click on the "Some active content..." message, it takes me to the security warning where I should have the option to enable all content. However, the "Enable All Content" option is grayed out so that it cannot be selected. The only workaround we have been able to find is to change the macro settings to enable all content for all documents, but that is not what we want to be recommending for users of this file as many may not remember to change those settings back. Any thoughts for how we can enable the content for this file or make it a trusted document? Any help is much appreciated.

Yes this is solved. Sorry for the delay in the update. This was a 1997-2003 document which I did not realize when it was sent over to me. I saved it as a .xlsm file and then had the option to enable macros on opening.
