Separating a single row into multiple rows?

Good afternoon everyone... I am stuck! I have a spreadsheet full of data that I need to break out. Each row has multiple items, and each item has an FC and WC value. I need these to be broken out into their own rows. Just in case I'm not explaining well, I've attached the data and on the 2nd tab named "example" I showed what I'd like to do with each row. Can someone please help me???
