Compare multiple values in other text string

I have made a duplicate check based on 'Duplicate_key' because first an item begins as a NoContract item and over time we get the item on a contract. Now we want to inactivate the NoContract items, but before we can do that we have to see if the contract item is valid for the same hospital as the NoContract item.

So for example if the duplicate key 9000057_1000184_Stk found on the NoContract item is valid for the following hospitals Bispebjerg;Hilleroed;Rigshospitalet, then the contract item must at least be valid for the same hospitals. In this case the Contract item is not valid for Hilleroed and Rigshospitalet. I need this information to add the hospitals to the Contract item.

That's the way it should be. But my concern is when I have three lines with same Duplicate_key e.g. two contracts and one NoContract, where all three lines have different Valid_for hospitals. Please see attached document.
