Convert range to CVS and upload to DB via PHP form

I have spreadsheet data where I need a certain range to be imported into a Mysql database. I would like to have an online PHP form where the range could be copied into, then uploaded to the DB. All "cut n' paste" and a click of a button to accomplish the task as my clients will be less computer literate tham myself.

First question, Is this possible? Second questions, any resources out there that will get me going in the right direction?

Saving as CSV is pretty trivial, as far as the webform is concerned, you'd be better off with an upload button, it would make things significantly easier.
