Create 19rows Add numbers in sequence excel/access2007

so i have a list of 7digit serial numbers. these are only recorded in 20packs, so the pack number is 7xxxx00 and there are 19more serials in that pack; 7xxxx01, 02, 03 -> 7xxxx19. I have 35,000 packs that i need to add each additional 19 serial #'s into new rows. The pack numbers might not be in sequential order themselves (ie, 00, 20, 40, 60, 80).

If anyone can make this even a little easier then 100% manual, that would be great! I can use any program but have access/excel2007 installed already.

There are other columns beside just serial number; serial#, customer, date, city. All the fields are duplicate across an entire pack, but I can fill these in later with access.
