Move Data down and over to the right

There are very few cells in "column C" that has data in it.

How do I move all data in Column C down two rows and back two rows?
Note: There is no consistent count in column C when data appears

Example of some cells:
Data in C2 to cut and paste in A4
Data in C29 to cut and paste in A41
Data in C39 to cut and paste in A41
