Running Excel from task scheduler. Scheduler doesn't end

I am using the standard Windows task scheduler to open an excel file and on quitting the application the scheduler still shows the task as "running".
I have simplified the code right down and continue to get the problem.

Yes.
In the scheduler I have a task which has the action : start a program which is wrapper.xlsm
I click on Run and Excel starts up (at which point EXCEL.EXE shows up in Windows Task Manager).
It runs through to the Application.Quit and closes EXEL.EXE now disappears from Windows Task Manager (which seems to suggest it has fully closed.
But in the Task Scheduler the task still shows as Running. (Which is the problem. Why hasn't it ended?)

I have seen weird things happen when people do this....

In the run section of the scheduler they put this: c:\<whereever MicroSoft put office>\EXCEL.exe "C:\<whereever you put your file>\YourFileName.xlsm"

instead of:
"C:\<whereever you put your file\YourFileName.xlsm"

so for me, I just have this in the run box.

"O:\Inventory Analyst\0-Special_Projects\Automation\634-ActiveDemandSummary.xlsm"

What I have is quite simple

C:\exceltest\test.xlsm

so I think I have a different problem
