Web query where url is in a cell

I wish to run a macro with a web query where the url is changing because of the changing date.

I have been able to get the url to change in a cell by using the TODAY function as well as concatenate - so I have no issue actually creating the URL.

I have not been able to work out how to run a web query from this url (which is located in a random cell).

I've uploaded the spreadsheet, with the url which I wish to use in cell A13.

I am not familiar with stepping into VBA to make alterations.

I have made a cell where the URL will update based on today's date (see DayStart=13&MonthStart=11&YearStart=2013) - the issue is getting the web query to refer to this cell.
