Search table column for 1st instance of a value

Hello All,
I have created a table in sheet1 and populate it based on several user forms.
What I am looking to do is search column b when populating the new row in the table looking for the first instance of a specific value.

So lets say column b can have any number between 1000 and 10000, reference number.
Column b could have multiple's of any of the numbers in the above range.
I need the 1st one. So lets say my table already has 100 rows of data, and I am insering a new row that needs to reference the 1st "1000" in column b, which may be at row 20. How would I go about finding it?
