Run macro based on cell value change

I have a workbook where there is dropdown list for all cells in Columns C, containing open, closed, reassigned, etc. I have a code that will run a VBA program if a cell in Column C is selected as Closed. But I do not want the program to run if the cell value was already Closed.

Example of what I want it to do:

C1 value is "Open". You use the dropdown list to change the value to "Closed". The program runs.

C2 value is "Closed". You use the dropdown list and select "Closed". The program does not run but exits the sub.
