Form Scroller not stopping at incremental values assigned

Hi im using excel 2003

Ive used the form scrollers

Im 99% sure ive done everything correct, the incremental change is 1, the page change is 1, yet it scrolls to the end or beginning

Please help

Ive managed to get it working. I closed it....and reopened!
