Unable to Move Objects Off Of Page

I have a workbook that my staff uses to keep track of their time on various projects. Each staff member has a sheet in the workbook. On each sheet is a button labeld "Filter PPE". This button displays a userform on which the staff member can select the Pay Period for which they want to enter time. Each person can select a PPE (Pay Period Ending) date, independent of others.

On some of the sheets, the user can select any PPE they choose. On a couple of the sheets (the first two), the user can select any PPE except the last one for the year. When the last PPE is selected, the error message "Unable to Move Objects Off Of Page" is displayed. Occassionaly, the message is "Unable to Set the Hidden Property of the Range Class."

From what I have been able to discern from Google searches and other posts, this problem is often caused by hidden objects on the spreadsheet. One of the sheets has comments all through it. Others have a few comments. I do not understand why it works for all PPEs except the last one. And as far as I can see, there are no other objects on any of the pages except the comments and the FilterPPE button itself.

(Also, I know about the errors in the "Project - By PPE" tab. Please don't waste your time addressing that issue.)
