A real challenge: checking row for duplicate name and or on holiday on insertion

i'll Start with a little screenshot to make it easier to understand

so the idea is to have a column to insert peoples name for a certain task. 1 person can't be on the column twice and when you type in a name it has to check in another excel file(HR) if the value in the november 2014 excel file cell B1 ( date ) is located between cell C[row with the name] and D[row with the name] ( holiday )

I have already coded the first part so a message pops up when you already have the same name within the column.
I would like for the coding to implent not accepting the value when 1 of these two conditions happen - or in plain terms don't accept the name and keep the cell blanc; but give a message with respectively: already booked or on holiday
but i don't know how to achieve not accepting values yet
