Cannot remove Paste Special from Cell Context Menu

I am using Excel 2010 on a WinXp machine and I have tried everything I can think of.

I have also attached a test workbook with all the code and Custom UI that I have tried.

Any help would be greatly appreciated as I ended up with the bull in a china shop approach of just diabling the Cell Context Menu altogether.

Firstly I tried to do it with a Custom UI, and I have successfully removed the Paste Option, but I cannot get rid of Paste Special

Secondly I tried to use VBA with the below code in the Worksheet_BeforeRightClick event and also as a piece of code that fires as the workbook is opened and activated.
