I'm trying to create a list of errors from raw data based on a master list

When the value from column H in book 1 matches a value in Column A in book 2 and if the values in column I of Book 1 and Column B of book 2 don't match (including a blank value in column I) I need the values of that row from book 2 to populate on Book 3. And if there is no value in coulm A of book 2 that match column H of book 1 that value can be ignored.

I got completely lost on this one and was hoping someone could bail me out. I attach a sample of the raw data, master list and intended results. Thanks much
