Suppose two persons A & B having a full permission to edit a google sheet. My issue is , A should not edit the things which B entered and in same way , Person B should not edit the things which person A entered. Suggest me how can I solve this thing .

Can't do that. It's a known issue. Comment to make this more of a priority for Google. https://issuetracker.google.com/issues/36756264
