I'm not really familiar with gdocs macros. I already made a conditional format but my boss wants it more specifics and little complicated. Need a conditional format that will hightlight a cell red if it's 20% lower than 7days value and yellow if it's 20% higher than 7days value.

Mm, not sure I've understood correctly, try this
Select the range to highlight, e.g. $B$:$I$75, extend the selection if necessary and adjust the formula range
Conditional Formatting
New Rule
Use a formula to determine...
=INDEX(F$4:F$1000,MATCH(F4-7,F$4:F$1000,0),1)<A4*0.80
format as yellow
=INDEX(F$4:F$1000,MATCH(F4-7,F$4:F$1000,0),1)>A4*1.20
format as red
