Clustered and Stacked Column and Bar Charts in google sheet

Hi Guys,
I'm trying to create Clustered and Stacked Column and Bar Charts in google sheet.
I would like to group it per the first row so it would look like in the example attached.
I've also upload the require data.
The final result should show per sales rep- 2 stacked, the first for 2018 target and actual and the second is for 2019- target and actual
