Unable To Save Excel File As .csv with Pipe (or Other) Delimiters Instead of Commas On Mac

Hello. I have followed the steps in this article to change the number delimiter from "," to something else, but Excel still saves as a .csv file using ",". When I open the .csv file in a text editor, there are commas separating the column values instead of the new delimiter I have chosen. I have tried several times with different characters but it continues to use commas. I've tried creating new files and it still doesn't work. Any suggestions?
