Google Sheet : Sequence Number With 2 Situation

hi all..
i'm looking for sequence/series number with 2 condition:
1. Problem 1---sequence number with adding mark dot (.) in behind number
2. problem 2---sequence number with blank/skip empty row & adding mark dot (.)

like this:
problem1
1.
2.
etc..

problem2
1.---(text1)
----- blank (empty row
-----blank (empty row
2. (text.....)
3. (text.....)
etc...
