Google Sheets: how to exclude certain row according to other column refrence

hi,
in sheet "order tracking" we fill all the orders column B:h are order columns. and from i:af are tasks which are being performed for completion of the order. row 2 is the person name by whom the task has to be done and row3 is which all task has to be done.

these orders takes completion in many steps. for example - if we 3rd row in order tracking which is homecity 4330-A. order quantity 2670.

these 2670 will not complete in one single process. this will complete in many colors and size. so it will turn in multiple sets of order which we called batch. these batches are located in sheet "batch tracking".

i want a formula in sheet "production summary" in b4 which all batches have not filled dates in column K. but one condition is that column s should be filled for that party name and po no.

i have applied formula in b4 in production summary which is showing result but it is including def 4514 which is not have date in column S in order tracking. so it should not reflect in production summary. i have highlighted this "row53 "in yellow color.

while xyz 4513 have date filled in s column of sheet "order tracking" and is included in "production summary" which is correct. because column K in batch tracking is blank after having date filled in S column of "order tracking"
please correct the formula as needed or any other solution.

This gets confusing to me, trying to figure out whether I should be looking at columns K and S on the order tracking sheet or the batch tracking sheet.
I feel that we would have a better chance of understanding and being able to help if we could see a sample with only a few rows of data on each of the order tracking (3 or 4 rows) and batch tracking (9 to 12 rows) sheets.
Then please manually place correct results on the sample production summary sheet, along with explicit explanations of why certain results are included and others are excluded, based on the sample data of the other two sheets.
