Conditional Formatting with index match between two tabs with Google Sheets

Hi Excel Guru's, I have a bit of a doozy of an issue I am trying to solve. Essentially I have a sheet that has 2 tabs, 1 tab is a general "Fill" tab where I input data and the "Productivity" tab is the one that populates the info in from the "Fill" tab into the form of a calendar and a graph. I removed the graph from the test file as of now as it's not the issue I am trying to resolve.

The challenge I have in front of me is that in the "Productivity" tab the calendar is currently set with a conditional format that if the box below the date is above or below 3200 (this is a default goal) it will turn red or green. What I am trying to do though is have the value in the conditional format (3200) be adjustable based on the value that is in column C of the "Fill" tab (as seen as a merged column C and D). I have tried using a custom formula that includes index match that I would have to replicate 31 times for each day of the calendar but it doesn't work and I get an error that the formula is not valid so I can't save it.

Essentially what I need solved is a way to have a modular goal in conditional format that matches the goal in the "Fill" tab. Is this possible? Please let me know.
