Google Sheets: Filter formula help

Hi All,

I am really hoping for some support on this one .

I am looking to use the filter equation, however I would like it to still show data when one of the filter boxes is empty.

For instance, filter box 1 and 3 must always have data in, filter box 2 can be empty.

How would I added the if formula in the filter formula to show that when filter 1& 3 are empty show "Filter Information Required", and when filter box 2 is empty it will only look at filter box 1 & 3 information.
