    Best way to convert 4 unformatted decimal-less digits to feet/inches units ?

    I am using Google Sheets.

    I managed to arrive at a formula that takes 4 digits, e.g. 3201 and converts it to 32'1"

    but it seems like there should be an easier less verbose way to do this.

    So here is my inquiry: what is the simplest standard way to take 4 numerical digits like 1204, place a foot apostrophe behind the 12 ( 12') and a double prime behind the 04 (04") and output it in the following manner:

    12'4"

    More examples:

    2011 to 20'11"
    0301 to 3'1"
    0102 to 1'2"
    1111 to 11'11"

    A team I am working with has been given a number of sheets in which for whatever reason the creators decided to represent the feet / inches with just four digits like 1209 .
    And I am just looking for the simplest standard way to convert all of them to aforementioned format.
