On Google Sheets trying to =Countifs a cell as criteria, not a value.

Don't put C4 in quotes. So, NOT "C4", just C4.

@Pete: I don't think there is anything else in cell C4, though not easy to tell from the picture.

Just below the word Title you will see a dropdown with the word No prefix.
Change to Solved
Click Save
