converting a working formula to sheets

Hi there, been trying to get a formula to work on a rostering system to pick up multiple values in a rostering matrix, have the working formula on excel working but i was exploring if i can get it to work on sheets

suggested by Phocam on here was the best one for excel but i may decide to run this on sheets.

am using the lookup function but it is giving me an error 'did not find value 2'
