[Google Sheet] Query not to include empty cell

Dear All.
How do you write a query formula with the condition not to include empty cells in column C. I've tried using this formula =QUERY(A2:D20,"SELECT C, WHERE C IS NOT EMPTY,COUNT(C) GROUP BY C") but it didn't work and give me #VALUE.
Here I attach the link of my GSheet file.
