If Statement with COUNT

Hello,

I want to do an if statement that answers "Yes" if the cell in Column A has 8 or more characters total, the 8th character from the left is not a number then look at the 7th character from the left and if it is a 0 then yes. And if the 7th and 8th characters from the left are 0 then yes. If the cell only contains 7 characters then the 6th and 7th character from the left have to be 0 to indicate "Yes". I apologize if this is extremely confusing and i appreciate all the help. (Excel 2010)
