Trying to calculate +/- min for actual times before and after midnight

    HI,
I have a 01:00 AM tender cut off time for freight. I'm trying to create a formula that will generate an answer in +/- min if the actual tender time is before 1:00 am including before midnight or after 01:00 am. I want to use a range of times so if the actual tender time is between 12:00 pm and 00:59 am, the formula will show -XX min and if the actual time is after 01:00 am but before 11:59 am, the result will be +XX min. I'm trying to avoid using dates in the cells.
