    Problem adding reference to Personal.xlsb

I have an excel add-in which requires a reference to Personal.xlsb, which is done with Vba, it has been working for years on a number of laptops, however when I installed all my macros add-ins etc on to one particular laptop, I am getting run time error 35021 Can't find project or library, when setting the reference to Personal.xlsb. I ended the code and tried to set the reference manually, if I tick the box and ok, I get the same run time error, so I tried clicking browse and manually navigating to Personal.xlsb then the box is ticked, I click ok, the window closes, but the reference does not appear in the project window, when I click on tools - references again the box is not ticked again? I am using Excel 2007 and the laptop I am having the issue with is running Windows 10. Any suggestions would be appreciated
